Players build a criminal organization through a combination of managing the every day affairs, and fighting the police and opposition. The game encompasses two modes, the strategic planning of the 3D city like a real-time strategy game and the controlling of organization characters in first-person view. The character can participate in extortion, fraud, loan sharking, and theft as means to develop the organization. Gun fights are a way of life.
